Buyers and sellers of timber and solid biomass fuel in the EU operate within a regulatory environment that has become more structured in recent years. The EU Deforestation Regulation (EUDR)

The EUDR introduces due-diligence and traceability obligations for certain commodities and derived products — including specific timber and wood products — placed on or exported from the EU market, aimed at ensuring the material is not linked to deforestation or forest degradation. Requirements and timelines have been subject to phased implementation and adjustment at EU level, so buyers with compliance obligations should confirm the current requirements applicable to their specific product codes with their own legal or regulatory advisers.

The Renewable Energy Directive (including RED III)

The Renewable Energy Directive sets sustainability and greenhouse-gas-saving criteria for bioenergy, including solid biomass used as fuel, particularly above defined installation size or capacity thresholds. Whether a specific biomass fuel supply falls within scope — and what documentation is required — depends on the buyer's installation, its capacity and the jurisdiction in which it operates.

Regulatory scope is product- and buyer-specific.
